DIRECTIVE ON THE OCCUPATIONAL HEALTH AND SAFETY COORDINATION OFFICE
SECTION ONE
Purpose, Scope, Legal Basis and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Directive is to regulate the principles and procedures concerning the objectives, fields of activity, governing bodies, duties of the governing bodies, and working procedures of the Kütahya Dumlupınar University Occupational Health and Safety Coordination Office.
Scope
ARTICLE 2 – (1) This Directive covers the provisions concerning the objectives, governing bodies, duties of the governing bodies, and working procedures of the Kütahya Dumlupınar University Occupational Health and Safety Coordination Office established under Kütahya Dumlupınar University.
Legal Basis
ARTICLE 3 – (1) This Directive has been prepared on the basis of Labour Law No. 4857, Occupational Health and Safety Law No. 6331, and the relevant occupational health and safety legislation.
Definitions
ARTICLE 4 – (1) For the purposes of this Directive;
a) Coordination Office: means the Kütahya Dumlupınar University Occupational Health and Safety Coordination Office,
b) Coordinator: means the Kütahya Dumlupınar University Occupational Health and Safety Coordinator,
c) Coordination Board: means the Kütahya Dumlupınar University Occupational Health and Safety Coordination Board,
d) Rector: means the Rector of Kütahya Dumlupınar University,
e) Senate: means the Senate of Kütahya Dumlupınar University,
f) University: means Kütahya Dumlupınar University,
g) University Executive Board: means the Executive Board of Kütahya Dumlupınar University.
SECTION TWO
Objectives and Fields of Activity of the Coordination Office
Objectives of the Coordination Office
ARTICLE 5 – (1) The purpose of the Coordination Office is to cooperate with public institutions and private sector organizations operating in the field of occupational health and safety, fulfill the requirements of the relevant occupational health and safety legislation, and carry out activities aimed at protecting and improving employees’ health.
Fields of Activity of the Coordination Office
ARTICLE 6 – (1) In order to achieve its objectives, the Coordination Office carries out the following activities:
a) Preparing an occupational health and safety work plan,
b) Preparing an occupational health and safety training plan,
c) Planning and conducting risk assessment activities,
d) Preparing emergency plans and organizing emergency drills,
e) Investigating occupational accidents and occupational diseases, conducting analyses, and planning appropriate preventive measures,
f) Supporting educational activities carried out at associate, undergraduate, and graduate levels within its field of activity and providing opportunities for practice and research related to educational programs,
g) Cooperating with national and international organizations working in the field of occupational health and safety and organizing conferences, seminars, and courses,
h) Enabling scientists and specialists trained in the field of occupational health and safety to follow developments abroad related to these subjects,
i) Organizing training activities for employers and employees for the prevention of occupational accidents and occupational diseases, providing consultancy services, and carrying out activities aimed at controlling workplace environmental risk factors,
j) Issuing certificates of participation, certificates of achievement, certificates, and similar documents, the conditions of which are determined by the Senate, following conferences, seminars, courses, and other training programs organized by the Coordination Office,
k) Providing consultancy and training services upon requests from public institutions, organizations, and the private sector,
l) Carrying out other necessary activities according to demand or need.
SECTION THREE
Governing Bodies and Duties of the Coordination Office
Governing Bodies of the Coordination Office
ARTICLE 7 – (1) The governing bodies of the Coordination Office are as follows:
a) Coordinator
b) Coordination Board
c) Working Units
Coordinator
ARTICLE 8 – (1) The Coordinator is appointed by the Rector from among the academic or administrative staff of the University for a period of three years, provided that the person holds at least a Class C Occupational Safety Specialist Certificate. A Coordinator whose term of office has expired may be reappointed. If the Coordinator is unable to perform the duty for more than six months, the term of office shall end.
(2) In order to assist the Coordinator in carrying out the duties, the Coordinator may propose up to two persons from among the academic or administrative staff of the University who hold an occupational safety specialist certificate to be appointed as Deputy Coordinators, subject to the approval of the Rector.
(3) When the term of office of the Coordinator ends, the terms of office of the Deputy Coordinators shall also end.
(4) In the absence of the Coordinator, one of the Deputy Coordinators shall act on behalf of the Coordinator.
Duties of the Coordinator
ARTICLE 9 – The duties of the Coordinator are as follows:
a) Representing the Coordination Office,
b) Carrying out the duties necessary to achieve the objectives set out in the Directive of the Coordination Office,
c) Submitting an activity report on the work of the Coordination Office to the Rector,
d) Making the necessary arrangements to ensure the effective operation of the units within the field of activity.
Coordination Board
ARTICLE 10 – (1) The Coordination Board consists of up to five persons, including the Deputy Coordinators and academic and administrative staff of the University working in fields appropriate to the purpose of establishment of the Coordination Office, appointed upon the proposal of the Coordinator and the approval of the Rector.
(2) The term of office of the members of the Coordination Board is three years. Members whose terms of office have expired may be reappointed. New members shall be appointed in the same manner to replace those who leave before the end of their terms.
(3) The Coordination Board shall meet at least once a month upon the invitation of the Coordinator and, where necessary, more frequently. The Board shall convene with the absolute majority of its members, and decisions shall be taken by majority vote.
Duties of the Coordination Board
ARTICLE 11 – (1) The duties of the Coordination Board are as follows:
a) Ensuring the preparation and implementation of plans and programs related to the activities of the Coordination Office,
b) Evaluating and deciding on the requests of personnel working in the units established within the Coordination Office regarding training, practice, research, and consultancy,
c) Establishing working groups related to the activities of the Coordination Office where necessary and determining their duties,
d) Determining the basic principles, procedures, and methods of joint activities to be carried out with public and private institutions and organizations in Türkiye and abroad,
e) Determining the principles regarding the preparation of activity reports to be prepared by the Coordination Office at the end of each activity period and evaluating the submitted reports,
f) Determining the principles of the work program for the following period,
g) Proposing to the Senate the conditions for issuing certificates of participation, certificates, certificates of achievement, and similar documents upon completion of training programs,
h) Performing other duties required by legislation, proposed by the Coordination Office, and approved by the relevant units.
Working Units and Their Duties
ARTICLE 12 – (1) Temporary or permanent units such as training, consultancy, project, and field research units may be established in order to increase the efficiency and effectiveness of activities related to the fields of work of the Coordination Office. Working units consist of relevant University personnel assigned to plan and carry out activities under the responsibility of a head of the working unit or a member of the Coordination Board.
(2) Working units shall be established upon the proposal of the Coordination Office and the approval of the Rector. The units shall convene under the chairmanship of the relevant head of the working unit or a person appointed by the Rector upon the proposal of the Coordinator and shall submit recommendations to the Coordinator concerning their activities. Personnel assigned to working units shall be appointed by the Rector for the periods determined by the Coordination Board, in cooperation with the head of the relevant unit. The Coordinator shall monitor and supervise the activities of the working units. The term of office of a member of a working unit whose assignment period has expired may be extended by the Rector upon the proposal of the Coordination Board.
SECTION FOUR
Miscellaneous and Final Provisions
Cases Not Provided for in the Directive
ARTICLE 13 – In cases not provided for in this Directive, the provisions of other relevant legislation and the decisions of the Senate and the University Executive Board shall apply.
Entry into Force
ARTICLE 14 – This Directive shall enter into force on the date it is adopted by the Senate of Kütahya Dumlupınar University.
Execution
ARTICLE 15 – The provisions of this Directive shall be executed by the Rector of Kütahya Dumlupınar University.
